Can a commercial be louder than a show?

Under the law, the Federal Communications Commission (FCC) established a rule: When a commercial comes on a certain channel, its volume has to match the average volume of that channel. This means it can't be way louder than the show you're watching.

Is it illegal for commercials to be louder than average?

Back in 2010, the Commercial Advertisement Loudness Mitigation (CALM) Act was passed, making it outright illegal for a commercial to be drastically louder than the average volume of the channel that it airs on. Given that streaming platforms like Hulu could all be considered the same "channel," this should theoretically eliminate this issue.

What if a commercial is too loud?

The FCC relies on viewers to keep advertisers in check and alert them to commercials that don’t adhere to the CALM Act’s guidelines. If you feel like your commercial experience is way too loud, go to fcc.gov and let them know what's going on.
